What is the Citizens Rallying For Change On Alcohol (CRCA) Project?
On April 13, 2009, Dane County , through the efforts of the Deerfield CMCA coalition, was one of 20 counties in Wisconsin to be awarded a Strategic Prevention Framework-State Incentive Grant (SPF-SIG). This grant is intended to support Dane County in developing and implementing “environmental strategies” aimed at reducing/preventing young adult binge drinking. It is anticipated that funding will be available through September 29, 2012.
What is Strategic Prevention Framework?
The Strategic Prevention Framework is a community-based approach to substance abuse prevention that cuts across existing programs and systems. SPF executes a data-driven, five-step process:
Step 1: ASSESSMENT: Profile population needs, resources, and readiness to address needs and gaps.
Step 2: CAPACITY BUILDING: Mobilize and/or build capacity to address needs.
Step 3: STRATEGIC PLANNING: Develop a comprehensive strategic plan.
Step 4: IMPLEMENTATION: Implement evidence-based prevention programs, policies, and practices
Step 5: EVALUATION: Monitor, evaluate, sustain, and improve or replace those that fail.
What are “alcohol environmental strategies”?
Environmental strategies use law and public policy to develop community standards that lead individuals away from alcohol abuse. Changes in the environment affect entire populations rather than only one person, setting up longer-term success. New attitudes and customs are more likely to persist for a long time and, in the case of prevention, community attitudes against use and abuse can last for generations.
Another advantage of environmental strategies is that they can undercut society’s mixed messages regarding alcohol use. Resistance alone can fail an individual when media depict alcohol use as normal and glamorous, when alcohol can be purchased easily, or if laws against underage consumption are not enforced.

CRCA is looking to create a county-wide ATOD prevention infrastructure to address this issue by partnering with other existing coalitions, ATOD prevention agencies, and local community members. We are looking to community, county and state public officials, clergy, teachers, educators, health care providers, young people, law enforcement, judges, attorneys, and concerned citizens to assist us in this endeavor.
